Claire Cheong-Leen

Claire became Associate Director of SPH and Clinical Insight in 2021. She has a strong interest in supporting whole systems to achieve population health improvement within available resources and leads on evidence-based policy development and clinical engagement, evidence review methodology and delivery for NHS and other Commissioners. She has led the SPH specialised services evidence review programme delivery to NHS England since 2012. 

Claire joined the NHS as a Graduate Management Trainee. Following posts in East Berkshire Community Health NHS Trust, Berkshire Health Authority and a secondment to Glaxo Wellcome UK, Claire joined Pfizer Ltd working in health policy and outcomes research before returning to the NHS. 

 She has advised NICE as a member of the topic selection group, and as a member of the working group on the Review of the Methods Guide and Value Based Pricing. She has also contributed to NHS Confederation Guide to Priority Setting and the NPC Handbook on Managing Individual Funding Requests. 

 Her practical experience in the delivery of policy development, including principles, process, ethics and evidence means that she has a thorough understanding of the end-to-end policy process, including successfully withstanding challenge through judicial review.
